No exhibitor shall install or permit the use of any mechanical or electrical amusement device, and no owner or other person shall operate an amusement arcade without first obtaining an exhibitor's or amusement arcade license from the Village Fiscal Officer. The Fiscal Officer shall not issue a license to any exhibitor who installs or proposes to install any gambling device as such. The Fiscal Officer may not issue a license for any device that is adopted to or may be readily converted into a gambling device. The license shall be issued only to persons of good moral character and shall not be transferable to any other person, except as provided in Section 741.07. (Ord. 480. Passed 12-19-46.)
