The Town Council finds that it is necessary by ordinance to regulate, restrain, and prohibit the abandonment of motor vehicles and the abandonment of junked motor vehicles on public grounds and on private property within the town’s ordinance-making jurisdiction. The Council further finds that the regulations, restraints, and prohibitions adopted herein are necessary and desirable to promote or enhance community, neighborhood, or area appearance.
