It shall be unlawful to burn or set fire to or bury any garbage for the purpose of disposal. In addition, it shall be unlawful to bury any refuse for the purpose of disposal unless a permit therefore has been granted by the Town Manager or the Town Manager’s designee and any other applicable authorities. Nothing herein shall be read to require the Town Manager or designee to issue a permit for activity that is illegal or regulated by any other governmental authority or for any activity which, in the Town Manager’s or designee’s sole discretion, may create a nuisance.
