139.01 METHOD FOR AMENDING WATER RATES.
   Any proposed change of rates charged by the Board of Trustees of Public Affairs of Burton for water usages supplied by the Municipal Water Works shall become effective only after the following procedures are fully accomplished:
   (a)   The proposed change shall be introduced, by motion, at a regularly scheduled Board of Trustees of Public Affairs meeting. Such proposed change shall be immediately set forth fully in writing and a copy thereof maintained in the offices of the Fiscal Officer of the Village for public inspection. A copy of such proposed change shall also be immediately forwarded to Council by the Fiscal Officer. At the same meeting as the proposed change is introduced, the Board shall set a date for a public hearing on such rate change, to be held no sooner than fourteen days after such introduction and no later than forty-five days after such introduction of the proposed change.
   (b)   The Fiscal Officer shall also cause a copy of the proposed change, and the date of the public hearing on such rate change, to be posted at those sites customarily utilized for the posting of Village ordinances.
   (c)   A public hearing shall thereafter be held on such appointed date. Thereafter, the Board may approve or disapprove the proposed change at a regularly scheduled meeting. No modification to such proposed change may be approved by the Board without reintroduction of the proposed change and the following of the procedures set forth in subsections (a) and (b) herein.
