(A) No free service shall be furnished by the system to any person, firm, corporation, public or private, or to any public agency or instrumentality. The city shall pay for all water used by it at the established rates, from the current funds of the city. It shall be unlawful for any person to take or use water from any water main, water service pipe, or stop cock connected therewith, except for use in connection with the premises for the supplying of which that service pipe was installed, without first having obtained a permit for that use from the Department and without first having paid for that permit the sum established.
(B) Any person who owns or who is in lawful possession of any premises where water has been unlawfully turned on shall be guilty of a misdemeanor.
