§ 51.003   METERING; RATES.
   (A)   Water to be furnished by the water supply system shall be measured by meters installed and controlled by the Department; each premises shall be charged for water at a rate established by resolution of the City Council.
   (B)   The rates shall be estimated to be sufficient to provide for the payment of the expenses of administration and operation, and the expenses for the maintenance of the system necessary to preserve the same in good repair and working order, to comply with Federal and State Safe Drinking Water Acts and related regulations, to provide for the payment of the interest upon the principal of any bonds authorized to be issued as and when the same become due and payable, to build up a reserve for depreciation of the existing system and for improvements, betterments, and extensions thereto other than those necessary to maintain the same in good repair and working order as hereinbefore provided in this section. The charges for water supply services in effect at the time of adoption of this section shall continue in effect until revised by the Council.
