The Mayor may enter into contracts for the supplying of any service to the city or the supplying of any personal property to the city for any period up to 1 year without prior authorization of the Council, which service or item of personal property has been budgeted for and funds allocated; provided that if the total sum to be expended over the term of the contract shall exceed $500, then the bidding procedure required for expenditures shall be complied with.
