(A) Following adoption of the city budget by the Council and appropriation of funds pursuant thereto, the Mayor is authorized to make purchases for the city and expend funds pursuant to operation of the city without prior authorization of the Council; provided, that the total of those expenditures up to the time of making the expenditure does not exceed the amount budgeted for the purpose of the expenditure and does not exceed the amount previously allocated by the Council.
(B) Notwithstanding any of the provisions contained herein, any amount paid for services rendered by the City Attorney shall be reviewed and approved by the City Council, by resolution, prior to payment.
