SECTION 12.7.  NOMINATING PETITIONS.
   A person desiring to qualify himself or another person as a candidate for elective office under this charter shall file with the City Clerk a nominating petition therefor, signed by not less than one-half of one (1/2 of 1%) per cent of the vote for the office of Secretary of State in the city at the last election at which Secretary of State was elected, but in no case less than ten signatures.  Signers shall be registered electors of the city.  Blank nomination petitions, in substantially the same form as required by law for non-partisan nomination petitions, shall be prepared and furnished by the City Clerk.
   Such petitions shall be filed with the City Clerk by 4:00 o’clock p.m. on the seventh (7th) Tuesday prior to the odd-year primary election date.  Nominating petitions for the purpose of filling a vacancy shall so state in connection with the name of the office for which they are to be used.  No person shall sign his name to a greater number of petitions for any one office than there are candidates to be elected to said office.  Where any name appears on more petitions than there are candidates to be elected to said office, such name shall not be counted on any petition for that office.
