(A) Pre-preliminary plat review is an aid to the developer and to the city. Under this procedure, a developer is provided with the opportunity to avail himself or herself of the advice and assistance of the City Planner and Engineer and the many agencies involved in subdividing, before preparation of the preliminary plat and its submission for approval at his or her discretion.
(B) Nothing in this section shall be so construed as to require any pre-application contact. Any subdivider may elect to begin the subdivision procedure by submitting a preliminary plat.
