§ 156.02   PURPOSE.
   These subdivision controls have been enacted for the purpose of protecting the public health, convenience, safety, and general welfare of the residents of the city and of ensuring the orderly growth and harmonious development of the city by requiring:
   (A)   Proper arrangement of streets in relation to existing or planned streets, adjoining subdivisions and public facilities, and the city’s land use plan;
   (B)   Adequate and convenient open spaces for traffic, utilities, access of firefighting equipment, recreation, light, air, privacy, and safety from fire hazards;
   (C)   Avoidance of population congestion;
   (D)   Ensurance of adequate provisions for water, drainage, and sanitary sewer facilities and other health requirements; and
   (E)   Planning for the provision of adequate recreational areas, school sites, and other public facilities.
