(A) In the event any owner of land which shall have been designated as floodway or floodplain area shall believe that this designation was initially unwarranted or shall by virtue of improved drainage or other changing conditions have become unreasonable as applied to his or her property, then he or she may apply to the Board of Flood Control Appeals for a change in designation.
(B) The Board may change the designation if it shall find that the designation is unwarranted and a change will not adversely affect the intent and purpose of this ordinance.
