§ 153.08   NONCOMMERCIAL SIGNS.
   (A)   Residential districts and multi-family districts. Noncommercial signs in residential and multi-family districts are regulated as follows:
      (1)   Temporary signs
         a.   No temporary sign shall be erected, constructed, or maintained for more than 30 days immediately preceding the function, event, or the completion of purpose for which it is placed. Notwithstanding the above restriction, in no event shall the sign be erected, constructed, or maintained for more than a total of 60 days in any calendar year;
         b.   No such sign erected or maintained on private property immediately adjacent to a state highway or a city major street shall be larger than 16 square feet or which shall exceed a height of 6 feet above the grade at the base of the sign;
         c.   No such sign erected or maintained on private property on a city local street, or private drive as designated for the purpose of Act 51 of the State of Michigan shall be larger than 6 square feet nor shall it exceed a height of 3 feet above the grade at the base of the sign.
      (2)   For each dwelling unit, 1 name plate sign displaying the street name and number and name of occupant, not exceeding 2 square foot in area is permitted;
      (3)   In the multiple-family districts, 1 ground or wall sign indicating the name of the multiple housing development in addition to individual dwelling name plates are permitted provided that these signs shall not exceed 64 square feet in area; and
      (4)   No sign shall be illuminated by other than continuous indirect white light nor shall contain any visible moving parts.
   (B)   Commercial and Industrial Districts. Noncommercial signs in commercial and industrial districts are regulated as follows:
      (1)   No temporary sign shall be erected, constructed, or maintained for more than 90 days within a calendar year.
      (2)   A temporary sign erected or maintained on private property immediately adjacent to a state highway, a city major street within the city shall be no larger than 16 square feet nor shall it exceed a height of 6 feet above the grade at the base of the sign;
      (3)   For each unit, 1 name plate sign displaying the street name and number and name of occupant, not exceeding 2 square foot in area; and
      (4)   No sign shall be illuminated by other than continuous indirect white light nor shall contain any visible moving parts.
