§ 145.01   SNOW EMERGENCY; PARKING RESTRICTIONS.
   (A)   No parking shall be allowed or special parking granted during the existence of an emergency created by an excessive snowfall or storm which impairs or prevents the full use of any highway, street, or roadway within the city.
   (B)   The Mayor, Chief of Police, or Director of Public Works may issue an order declaring such an emergency to exist and thereby prohibit parking on any highway, street, or roadway within the city during the existence of such an emergency situation.  The Mayor, Chief of Police, or Director of Public Works shall cause notice to such an order to be posted in not less than 3 public places within the city, and the order shall not be effective until notice is posted in this manner.
   (C)   Signs giving notice of this section shall be posted upon or at the entrance of all streets and roads entering the city as may be most appropriate and shall be sufficiently legible as to be seen by an ordinarily observant person.
   (D)   When any vehicle shall hereafter be parked or left standing on any highway, street, or roadway during the existence of such an emergency situation contrary to the provisions of this section, the vehicle may be removed by or under the direction of any member of the City Police Department or Department of Public Works to a place or places in the city to be designated by the Chief of Police or Director of Public Works.  It shall be the duty of any police officer or public works employees so removing or causing to be removed any such vehicle to make a report thereof in writing and in duplicate stating the make of the vehicle and the state license number thereon and to file the same with the Chief of Police or any person designated by him or her.  The City Police Department shall notify, by regular mail, the owner of the vehicle at the address indicated on the records of the Secretary of State for this state.
   (E)   (1)   Any person owning or entitled to the possession of such a vehicle so removed may thereafter obtain possession of the vehicle by paying to the appropriate person a sum equal to the cost of towing the vehicle in, in addition thereto, the total sum of all storage costs for each and every day that the vehicle is impounded.
      (2)   Any vehicle impounded pursuant to the terms of this section remaining unclaimed for a period of 60 days shall be deemed an abandoned vehicle and shall be disposed of in accordance with the laws of the state providing for the disposition of abandoned vehicles.
