§ 142.05   BUSINESSES; LITTER PREVENTION.
   All operators of drive-in restaurants or other retail or wholesale business establishments shall exercise all reasonable precautions to prohibit the littering of either the premises of the restaurant or the streets, alleys, and adjoining lands of the city with wrappers and food containers, and shall at all times maintain the premises in a neat and sanitary condition, and shall erect fences, barriers, or otherwise so as to prevent the accumulations of any litter originating from the drive-in restaurant or other retail or wholesale business establishment from blowing onto adjoining properties or streets in the city.  All owners and operators of drive-in restaurants shall clean the premises so as to prevent the blowing of any papers, or refuse, or garbage onto adjoining properties or streets within the city after closing hours.
