(A) The City Clerk shall issue a permit provided for in § 111.24 of this code when the City Clerk shall find the following facts exist:
(1) All of the statements made in the application are true;
(2) The applicant has a good reputation for honesty and integrity, or, if the applicant is not an individual, every officer, manager, or agent of the applicant has a good reputation for honesty and integrity;
(3) The control and supervision of the solicitation or sale will be under responsible and reliable persons;
(4) The applicant has not engaged in any fraudulent transaction or enterprise; and
(5) The solicitation or sale is prompted solely to finance the charitable or other cause described in the application and will not be conducted for private profit.
(B) The City Clerk shall not issue a permit allowing more than 1 solicitation or sale as described in § 111.24 of this code to be conducted during the same period of time.
(C) The City Clerk shall notify the City Police Department, the City Attorney, the Mayor, and the City Council of any action taken under this section.
(D) No permit issued under § 111.24 of this code shall be valid for a period exceeding 14 days.
