With the exception of the City Attorney, the City Auditor, and in such instances where provided otherwise in this charter, the Council and its members shall deal with the administrative officers and employees of the city solely through the Mayor, and neither the Council nor any member shall give orders to any subordinates of the Mayor, either publicly or privately.
