The Council may remove or suspend officers appointed by it for inefficiency, neglect of duty, or malfeasance in office, except an officer who is appointed to fill a vacancy in an elective office; the Mayor, with approval of four (4) or more members of the Council, may remove or suspend any officer appointed by him, for inefficiency, neglect of duty, or malfeasance in office.
