(A) The number of units to be assigned to any particular premises used for any purpose or purposes shall be determined on the basis of the Equivalent User Table-Appendix A or Appendix B as set by resolution of Council and amended by resolution from time to time. If the circumstances justify, more than 1 unit may be assigned to a single-family dwelling. No less than 1 unit shall be assigned to each premises, but units in excess of 1 may be computed and assigned to the nearest whole unit. If subsequent changes in use of a premises increases or decreases the unit classification, the number of units assigned to the premises may be increased or decreased.
(B) No change in subsequent use of any premises shall result in a decrease of unit assignment to less than 1. No refund of fees previously paid shall be made should a decrease in units result from such a change of use or discontinuance of use. Should a change in use or addition to the previously existing and serviced premises result in an increase in the number of units, the increased fees shall be paid in full prior to the use and service of the premises. Fees may not be financed as provided in § 51.135(F).
