§ 51.063   TESTING.
   (A)   A customer may request the Department to test the meter serving his or her premises.  The Department shall require the customer to make a deposit as set by the City Council, and amended by resolution from time to time, to cover the cost of the test.  The deposit will be returned if the meter is found to register more than 3% fast.  The customer has the right to have the test conducted in his or her presence or in the presence of his or her representative.  A written report showing the results of the test will be delivered to the customer within 10 days after completion of the test.  When a meter is found to be registering more than 3% fast, the customer will receive a refund of the overcharge for the period the meter was in use, but not exceeding 6 months.
   (B)   When the meter is found to be registering more than 3% slow, the customer shall receive a bill for the undercharge for the period the meter was in service, but not to exceed 6 months.  If a meter does not register, the Department will estimate consumption on the basis of former consumptions and shall bill accordingly.
