Application for connection outside the city shall provide, among other items that the consumer of water in territory outside of the city shall make an application in writing for the supply of water and shall deposit with that application an amount to secure payment of all bills against the depositor. The applicant shall purchase a water meter from the Department this meter shall be under the control of the Department during the time that water may be so supplied.
