§ 156.08 ADMINISTRATION.
   (A)   Review/approval of application and site plan for private road. The Zoning Administrator or other designated official shall review the application, site plan and any other information filed by the applicant. If the application and site plan appear to substantially comply with ordinance requirements, the Zoning Administrator shall refer them to the Planning Commission for review and approval or rejection pursuant to the Township Zoning Ordinance. After the applicant has obtained all pertinent approvals, and the township ordinance requirements are satisfied, the Zoning Administrator shall issue a private road permit. The permit shall be valid for not more than 12 months from the date of issuance. The permit may be extended for additional time as is reasonably necessary to complete the private road in accordance with this subchapter, but only for cause and upon application in writing to the Zoning Administrator or other designated official for an extension. The request for an extension must be filed with the township prior to the permit’s expiration date.
   (B)   Review and inspection of private road. The permit holder shall be responsible for contacting the Township Zoning Administrator, or other designated official, relative to construction and inspections. There shall be a minimum of one inspection of sub-base and a final inspection of the completed road and any other inspections as required by the township engineer, Building Inspector or other designated official.
   (C)   Certificate of completion of private road. The permit holder must submit a certificate signed by himself or herself and also by a registered engineer acting on his or her behalf, certifying that all requirements of this subchapter and any other applicable laws have been complied with in the construction or modification of the private road. The legal description of the private road, related utility and drainage easements signed by all owners and the maintenance agreement shall be recorded by the owner(s) with the County Register of Deeds, as to all parcels, and a recorded copy furnished to the township prior to the issuance of a certificate of completion. When the Zoning Administrator, building inspector or other designated official is satisfied that the ordinance and all applicable laws appear to have been complied with, he or she shall then recommend that the Township Board issue a certificate of completion.
   (D)   Review/approval of application and site plan for shared driveway. The Zoning Administrator may approve the application upon a determination that the driveway will permit access by township emergency vehicles. The Zoning Administrator may consult the Fire Department Chief and Planning Commission Chair. If there are concerns, the applicant will be asked to amend the site plan for the purpose of improving access to emergency vehicles. Inspection and a certificate of completion are not required for a shared driveway unless otherwise required for a driveway.
   (E)   Building permits. No building permit may be issued for a parcel served by a private road until the certificate of completion has been issued, or unless the provisions of § 156.05(B) have been met. No building permit for a dwelling to be served by a shared driveway shall be issued until the applicant for the permit provides the Zoning Administrator with proof of lawful access over the shared driveway to the lot, parcel or building site.
