§ 15-221 RATES.
   (A)   Water bills are due by the fifteenth of each month. They may be paid at the City Building or mailed to the City of Burns, 102 N. Washington/PO Box 157, Burns, KS 66840. There is a drop box at the City Building. You will be assessed a 5% late fee if the bill is paid after the due date. If failure to pay by the fifth of the following month and the bill is over $100, the water meter will be shut off and locked. A $35 reconnect fee will be charged when the water is turned back on by the city. If a resident turns water meter back on or tampers with the lock, the meter will be pulled, a ticket will be issued and a reconnect fee of $100 will be assessed to the resident. It is illegal to tamper with city utilities.
   (B)   There is a non-refundable fee of $100 for water hook-up. The water is $24.53 for the first 2,000 gallons used. Each additional gallon is $3.59 per 1,000 gallons up to 4,000 gallons. Five thousand gallons and over is $4.04 per 1,000 gallons. Sewer charges are $18.04 a month. Trash service is $14.16 for residential and $23.69 per month for commercial. Dumpsters are available for use at an additional cost (residential: $32.09, and commercial: $45.32). Trash pick-up is once a week on Friday mornings; all trash must be bagged even if a dumpster is used; and place trash by curb before 7:00 a.m. on Fridays.
   (C)   Shut-off notice. Any consumer that has not paid their utility bill for services provided by the city by the fifteenth of the following month shall be subject to water shut-off. The city shall forward to each consumer a shut-off notice that requires full payment or arrangements thereof within ten days. Without such payment or arrangements for payment, the city shall terminate water service.
   (D)   Reconnection fees. If a past-due amount is still owed after the date and time listed on the notice services cannot be reconnected without first paying the entire balance due, including the current bill, and a reconnection fee as listed below.
      (1)   The first reconnection fee of the calendar year will be $50.
      (2)   The second reconnection fee of the calendar year will be $100.
      (3)   The third and any subsequent reconnection fee of the calendar year will be $150.
