Dogs which bark and/or howl excessively, whether during daylight or night-time hours, within city limits are hereby declared a nuisance, and such a disturbance maybe prevented after an appropriate resolution has been drafted by the City Council. Whereas the City Council resolves when a signed complaint form has been received in the Finance Office, a letter will be sent by the City Attorney to the dog’s owner concerning the barking dog. The letter will state that the owner has ten days from the date of the letter to rectify the barking dog complaint.
