There is hereby imposed upon each dog more than six months old kept within city limits a yearly license fee in a sum to be determined by the City Council, depending upon how many animals a particular individual owns. The amount shall increase with the number of dogs a person has in his or her possession. The purpose of this statute is to prevent the nuisance of multiple dog ownership. The fees shall be paid on or before May 1 of each year, in amounts set by City Council resolution.
