§ 70.02 VEHICLE REQUIREMENTS.
   (A)   Brakes, horns, and lights. Every motor vehicle operated or driven upon the public streets, alleys, or public grounds of the city shall be provided with adequate brakes in good working order; and shall be provided with a suitable bell, horn, or other device for signaling; and shall, during the period from one-half an hour after sunset to one-half an hour before sunrise, display at least two lighted lamps on the front of each motor vehicle and a red light at the rear thereof; provided that each bicycle or motorcycle shall display but one lighted lamp in front.

   (B)   Glaring headlights prohibited. Every driver of an electrically-lighted motor vehicle shall equip the same with two headlights and one red light at the rear, and such mechanical device as shall properly deflect or diffuse the light so as not permit a glare to be thrown into the eyes of any person approaching the same or being approached by it.

   (C)   Spotlights. Spotlights shall not be used anywhere within the limits of the city, except by police officers and city employees.

   (D)   Muffler required. Every motor vehicle shall be equipped with a good muffler to muffle the exhaust of the engine thereof, and the operator of such vehicle shall, at all times while operating the same within the city, keep the said muffler closed.
