(A) Where a municipal sanitary sewer is not available, a private owner may construct and connect a private sewage disposal plant complying with the provisions of this subchapter.

(B) It shall be unlawful for any person, persons, or corporation to build or construct any cesspool, either on private or public ground, within the corporate limits of the city, unless the same is constructed and built so as to keep water and the contents of the same from soaking into the ground, and built of good concrete or other material equally durable.
(C) The Superintendent of Public Utilities shall have general supervision of all connections made to the city sewer and the excavations so related.
