(A) It shall be unlawful for any person to willfully clump any course garbage or waste material into the sewer, if such garbage and material would have a tendency to disrupt the flow of said sewer.

(B) No person shall place, deposit, or permit to be deposited in an unsanitary manner upon public or private property within the municipality, or any area under the jurisdiction of the municipality, any human or animal excrement, garbage, or other similar waste.
