§ 53.035 CONNECTIONS; PERMIT APPLICATION.
   (A)   (1)   Application for connecting to the main sewer line shall be made to the City Council or to the Superintendent of Public Utilities. A charge, to be determined by resolution, shall be made for tapping into the main sewer line where a wye is not provided. A charge of half the amount shall be made if connection is made to any existing wye in the main sewer line.
      (2)   It shall be the responsibility of the property owner to pay all expenses with regard to said connection and running a line to his or her property, all of which shall be under the direct supervision of the Superintendent of Public Utilities.

   (B)   No unauthorized person shall uncover, make any connections with any opening, use, or alter any municipal sewer.

   (C)   Any person desiring sewage service from the municipal sewer for premises not heretofore connected shall apply to the Superintendent of Public Utilities for a permit. A permit and inspection fee if any shall be in an amount as determined by City Council resolution.
