§ 52.40 RULES AND REGULATIONS.
   (A)   The sections, rules, and regulations hereinafter set out in this chapter shall be considered a part of the contract with every person which is supplied with water through the waterworks system, and every person by taking water shall be considered to express his or her assent to be bound thereby. When any of the same are violated, or such others as the City Council may adopt, the water shall be cut off from the building or place of such violation and shall not be turned on, except by order of the City Finance Officer, and then only after the payment of $50 for shutting off and turning on the water, and such other items as the City Council shall determine. In case of such violations, the City Council, or committee thereof, shall determine, and in case of such violation, the City Council, or committee thereof, shall have the right to declare forfeited any payment made for water by the person committing such violation.

   (B)   It shall be unlawful to break, injure, mar, deface, interfere with, or disturb any building, machine, apparatus, fixtures, attachments, or appurtenances of the waterworks, or any hydrant, stop cock box, meter, water supply or service pipe, or any part thereof, without the permission of the City Council, excepting cases herein or otherwise provided by ordinance. It shall be unlawful to or deposit anything in any stop cock box, or control any act tending to obstruct or impair the intended use of any of the above property, without the permission of the City Council, excepting cases herein or otherwise provided by ordinance.
