(A) All water meters shall be read on the dates assigned by the City Council upon passage of a resolution.

(B) In no case shall anyone remove a meter from its setting or interfere with its reading for any cause without first obtaining permission from the City Council or Superintendent of Public Utilities.

(C) Every person fairing water supplied through the waterworks system shall permit the Superintendent of Public Utilities, or any other authorized person, at all reasonable hours of the day, to enter his or her premises or building to examine the pipes and fixtures and the manner in which the water is used or to read meters. He or she must frankly, and without concealing, answer questions put to him or her concerning and relative to the use of water on such premises.

(D) All meters shall be cleaned and tested when deemed necessary by the City Council, and all defective meters shall be repaired by the Superintendent of Public Utilities, or any other person authorized by the City Council, at the expense of the owner.
