Any consumer of electric current connected to the city’s distribution system who shall willfully, by a device known as a jumper, or any other device or artifice, prevent the current so used by him or her from passing through his or her meter or meters, and thereby deprives the city of its proper income for non-payment of bills, shall reconnect, or cause to be reconnected, his or her service connection without having paid all delinquencies, together with the fees herein provided for disconnecting or reconnecting his or her services, and without authority of the Superintendent of Public Utilities, shall be deemed guilty of a misdemeanor.
