§ 50.16 PAYMENT OF UTILITY SERVICES.
   The city utility shall fairly, and without discrimination, administer the utility policies for payment of utility services according to the following guidelines:
   (A)   Utility bill for electric service, water, sewer, labor, and material are due upon receipt of invoice;
   (B)   Invoices for service are past due after the last day of the month in which the invoice is received. A late payment finance fee, as set forth by resolution of the City Council, shall then be assessed;
   (C)   All utility bills not paid by the 1st day of the month shall be considered delinquent and subject to § 50.18 below; and
   (D)   Should the tenant vacate the premises without paying the utility bill in full, the landlord or primary owner of the premises shall be liable to the city for all charges on the account.
