§ 32.24 FIRE CHIEF; DUTIES.
   (A)   (1)   It shall be the duty of the Fire Chief to exercise, supervise, and command over the Fire Department. He or she shall have general charge of the property of the city used by the Fire Department and shall see that the same is kept in repair and ready for use. He or she shall order such repairs for the equipment and apparatus as may be necessary, and shall not incur any expense without the consent of the City Council entered upon its minutes.
      (2)   He or she shall attend all fires, when available, which may occur in the city, and all orders given by him or her, or officers in his or her command, at any fire to any member of the Fire Department shall be promptly obeyed. He or she shall also see that the provisions of this section are strictly enforced.
      (3)   The Fire Chief shall make annual reports to the City Council in the months of January and July, in which he or she shall give an inventory of the property of the city used and devoted to the Fire Department, the condition of the same, and shall recommend such alterations, changes, or additions, as he or she may think best. He or she shall certify all bills presented to the City Council for expenses on his or her order.

   (B)   (1)   The Fire Chief shall, in all cases of fire, have charge of all the members of the Fire Department and of all persons present at the fire, and shall take the proper means of extinguishing the fire protecting the property endangered as a result of fire.
      (2)   It shall also be the Fire Chief’s duty to help secure the observance of all city ordinances and regulations respecting fires.
      (3)   After the fire trucks have been withdrawn from the fire, he or she shall see that all precautions reasonably necessary to keep the fire from flaring up again are taken.

   (C)   The Fire Chief shall, at all times, be subject to the control and direction of the City Council in matters pertaining to the Fire Department.
