It shall be unlawful for any person to obstruct any public highway, street, or alley, or to make, or cause to be made, any structure, enclosure, fence, cellar, door, stairway, or building encroaching in, or in part on, any such street, alley, or sidewalk within the city without having first obtained written permission to do so from the City Council, and a record of such permission must be recorded in the City Council’s minutes.
