Any and all violations of the provisions of this chapter are hereby declared to be a public nuisance, and the Chief of Police, or his or her assistants, are hereby directed and required to prevent such nuisance, or to arrest persons engaged in committing the same, and to take them before the city’s justice of the peace for prosecution.
