No materials, except concrete, shall be used in the building of sidewalks or curbs, and that all sidewalks and curbs shall be built at the expense of the abutting property owners, of a width of not less
than four feet, nor less than four inches in thickness; that the outer line of the sidewalks along such property shall be not more than five feet and six inches from the property line.
