The number of occupants in the off-road vehicle shall be limited to the number of persons for whom factory seating is installed and shall in no event exceed four persons. No person under two years of age shall be permitted to ride in an off-road vehicle. No person under ten years of age shall be permitted to ride on the rear seat of the off-road vehicle. The operator of the off-road vehicle and all occupants of said off-road vehicle shall be seated in the off-road vehicle, and no part of the body of the operator or any occupant shall extend outside the perimeter of said off-road vehicle while said off-road vehicle is being operated.
