A franchise granted under this chapter may be revoked by the Director of Public Service-Safety upon prior approval of the decision to revoke by a motion of Council, where it shall appear that the holder thereof has not complied with the franchise agreement or is violating any Municipal or State law. If the decision is made to revoke such a franchise, notice to terminate shall be given in writing to the franchisee in accordance with the terms of the franchise agreement. (Ord. 20-67.
