No person shall operate an ambulance or other vehicle within the City for the purpose of transporting injured, sick or invalid persons without first obtaining a franchise from Council. Nothing herein contained shall be construed as prohibiting funeral homes or their authorized agents, lessees or assigns from transporting or carrying a patient or patients or a deceased human body or bodies in the normal course of their funeral home business. Nothing herein shall be construed as prohibiting the carriage of a person or body to or from a hospital, home or other destination within the City by a person or ambulance service from outside the City area, on a casual as opposed to a regular basis.
