925.04 BILLING CHARGES.
    (a)    The sewer charges levied, at the rates established by Section 925.03, shall take effect on December 29, 1971, and shall thereafter be billed and become payable in the following manner.
   Charges levied with respect to premises served by the City's waterworks system shall be included in and be payable with the City's water bill to such premises, and shall be billed quarterly or monthly in accordance with the billing period for the City water furnished to such premises. In respect to premises not served by the City's waterworks system, such charges shall be billed and payable quarterly unless, upon application to the Service-Safety Director, he approves a monthly billing period for such premises, and in either case, shall be payable at the same times, respectively, as City water bills are rendered and become payable.
   Any bill not paid within ten days after it becomes due shall be subject to the addition of a penalty charge of ten percent of the charges billed. If not paid within thirty days after it becomes due, the Service-Safety Director shall discontinue water service to the premises of such user until all unpaid sewer charges for such premises have been fully paid.
    (b)    Appeals. All customers shall have the right to appeal bills rendered for sewer service charges. In the event that a billing dispute cannot be resolved by the Service-Safety Director, it shall become the responsibility of the City Council to resolve such dispute.
   (c)    Estimated Usage. The quarterly sewer charge for non-metered residential customers or residential customers that have City sewer service, but not water service, will be based on an estimated usage of 14,000 gallons per quarter. Estimated usage for all other non-metered sewer customers will be established by the City Service-Safety Director.
