For the purposes provided in Sections 925.01
and 925.10
, the following is levied as the fair, proportional and reasonable rates for service charges and user chargers based on the metered consumption of water and charged upon each lot, parcel of land or premises having a connection with the system or otherwise discharging sewage, industrial waste, water or other liquids, either directly or indirectly, into the system sewer charges payable as hereinafter provided and in amounts to be determined as follows:
(a) For each and every residential developed property, non-residential developed property, vacant improved property, or property otherwise accessing the City of Bucyrus Sewer System, other than exempt property, the owner or non-owner users thereof, shall hereby have imposed upon them a monthly surcharge of seven dollars and twenty cents ($7.20) for the Buffalo Stormwater Separation Fee. The Buffalo Stormwater Separation Fee will remain effective August 1, 2022 and will terminate July 31, 2027.
(b) Except as hereinafter otherwise provided, total sewer charges shall be based upon Buffalo Stormwater Separation Fee, plus the usage rate provided in subsection (c) based upon the amount of water consumed upon such premises measured as hereinafter provided in this section. Where more than one water meter is used upon any such premises, the rates provided in subsection (c) hereof shall be applied to each meter reading taken separately.
