It is necessary for the due protection of the public health, safety and welfare of the City to establish and collect charges for the use of the City sewerage system (hereinafter commonly referred to as the system) upon all lots, lands and premises served by or having connection with the system, the proceeds of which rates and charges are to be used for the purposes set forth in Section 925.10.
