As new construction or replacement of sidewalks is made throughout the City's Downtown Business District along Sandusky Avenue from the Sandusky River Bridge south through its intersection with Charles Street, as well as to the first alley, both east and west, off each intersecting side street between aforesaid points, the following requirements, in addition to those set forth in Section 905.04 shall be met:
(a) Designated Area. The downtown sidewalk area shall include the south side of the Sandusky Avenue Bridge to and including the intersection of Sandusky Avenue and Charles Street. The District shall include all sidewalks from the first alley west of Sandusky Avenue to the first alley east of Sandusky Avenue along each intersecting street between aforesaid two points.
(b) Placement. The sidewalk shall be constructed in accordance with specifications outlined in Section 905.04
(b) through (i).
(c) Specific Design Standards.
(1) The sidewalk surface shall be entire and complete from all exterior wall surfaces to the back side of the curbline. Any purposeful breaks and/or marks in the sidewalk shall be for the purpose of control joints only.
(2) Curbs shall be of Type 4 or as currently in use in front of said premises. All curbing shall conform to Ohio Department of Transportation (ODOT) specifications as to placement methods and material formula.
(d) Exemptions. Exemptions may be considered on a case by case basis as long as all the following factors are considered and met as determined by the Planning Commission:
(1) Safety;
(2) Accessibility;
(3) Functionality;
(4) Character of the Downtown Area.
