The Planning Commission is to recommend the boundaries of various districts and appropriate regulations to be enforced therein and to study the zoning and planning needs of the Village, give notice, hold hearings, formulate comprehensive zoning and to carry on these same functions relative to the rezoning districts or amendments of the subdivision regulations or zoning title of this Code.
