The City, through the office of the Mayor, shall have continuing regulatory jurisdiction and supervision over the operation of any franchise granted hereunder and may from time to time adopt such reasonable rules and regulations as it may deem necessary for the conduct of the business contemplated thereunder. Complaints shall be directed to the office of the Mayor and he shall resolve such complaints. If either party is not satisfied with the Mayor's recommendation they may request a hearing before Council. The decision of Council shall be final.
