711.24 ACCEPTANCE AND EFFECTIVE DATE OF FRANCHISE.

   Any franchise awarded hereunder and the rights, privileges and authority granted thereby shall take effect and be in force from and after the thirtieth day following the award thereof provided that within thirty days from the day of such award the grantee shall file with the City the following:

   (a)   A notorized statement by the grantee of unconditional acceptance of the franchises; and

   (b)   A certificate of insurance as set forth in Section 711.09(d); and

   (c)   A performance bond in the penal sum of fifty thousand dollars ($50,000) as set forth in Section 711.09(f)
