(a) The grantee of any franchise hereunder shall within one year of notification by the City, extend his broadband telecommunications network so as to provide "full network service" to all residents of:
(1) Newly annexed areas of the City not then served by a broadband telecommunications network; or
(2) New housing areas developed within the City limits.
(b) If within either (a)(1) or (2) hereof there exists or is planned that there shall be less than thirty dwelling units per mile, the grantee may collect an amount up to one-half of the costs of such extension or charge on a prorated basis from any subscribers who connect to such extension.
