(a) The grantee of any franchise hereunder shall provide service initially to all homes who request it and who are located within the City limits as indicated on the map attached hereto as Exhibit "A" and made a part of this chapter, entitled "Initial Service Area".
(b) In the event the continued use of a street is denied for any reason, the grantee shall make every reasonable effort to provide service over alternate routes.
