(a) Solicitation of Proposals for Franchise. Any solicitation of proposals for the granting of a franchise under this chapter, undertaken by the City shall refer to and incorporate this chapter by reference.
(b) Franchise Nonexclusive. Any franchise granted under this chapter by the City shall not be exclusive and the City reserves the right to grant a similar franchise to any person, company or corporation at any time.
(c) Vote. A majority vote of all members of Council shall be required to effect the grant of any franchise hereunder.
